In the 1980s, medical technology improved enough to allow people with disabilities
to live in their own communities, and new
Medicaid programs beyond what's required by law, called "waivers," began

the in-home care required to make this
possible for a select few. The times have changed, but the law hasn't.
It's 2003, and I
and others still rely on optional waiver
programs that provide home care, but institutions, remaining mandatory
under law, chew up
75% of long term care funding nationally.
This means that when people need care, they most often don't have a chance
for a life
they'd prefer at home; they will be segregated
in the back room of some far-away, expensive institution, and certainly
won't be
seen on a college campus.
This is wrong of course, but few see it,
even the people institutionalized. The nursing home industry is a
lot like The Matrix.
These institutions are artificial worlds
created by corporations or government, little reason for being but to exploit
their inhabitants
for resources. The residents largely
don't know something better exists. They assume The Matrix is the
only reality; it's all that they know.
