Oct. 9 nuclear bomb came from plutonium
supplies that were unfrozen in 2003 in Pyongyang's

It ends on September 30th (at the end of a quarter,
as is typical). The budget is typically RELEASED
in February, but that's the budget for the upcoming
fiscal year which starts October 1st.
So he doubly showed how dumb he is. Not
only does he not know how many days in a month,
