In the case of the rookie cop, the authorities
give him a gun in case deadly force is required,
but the rookie cop doesn't get to decide by himself
what situations meet the requirements.
Those decisions and scenarios are given to him
as part of his training and must correspond and
comply with all applicable laws, which cannot
be changed on the fly by the cop or the police hierarchy.
The authorities cannot issue instructions to
disobey any law.
I guess it's the "must be used" part of your question
where it breaks down -- the "must" is to be
decided by the authorities who are responsible
for training the rookie cop, not the rookie cop.

Bush already had the gun (U.S. military) and the
authority to act in the event of a clear and imminent threat
against the United States (War Powers Act of
1973). The AUTHORIZATION FOR USE OF MILITARY
FORCE AGAINST IRAQ RESOLUTION OF 2002 stated
that "The President is authorized to use the
Armed Forces of the United States as he determines
to be necessary and appropriate in order to --
(1) defend the national security of the
United States against the continuing threat posed by Iraq; and
(2) enforce all relevant United Nations
Security Council resolutions regarding Iraq." (emphasis mine)
The rest of the resolution dealt with reporting requirements.
Nothing in the resolution required a new Security
Council resolution mandating military enforcement of inspections.
It authorized unilateral, aggressive war based
entirely on Bush's say-so. It authorized Bush to use force at his
discretion before the threat was even established.
It was basically a "shoot to kill" order given a full month before
the search warrant (U.N. Resolution 1441) had
even been issued. And due to the broad language of the resolution,
it absolutely authorizes the open-ended occupation
we currently have in Iraq right now.
"Broad language?" I'll guess you're right about
that.
"Shoot to kill?" Well, yes, in a defenseive
war I think our commanders need that authority.
But Bush lied about the threat - why give him
a pass at Hillary's expense?
In your opinion, were the congressmen and senators
who asked that a higher standard of evidence
be offered before agreeing to give Bush the authority
to use force in Iraq as he pleased, wrong?
Time was a factor.
Bush said Blair said Saddam could hit us WITHIN
THE HOUR!
It's easy to go back and say, "They
should have known what we know now," perhaps
simliar to
the doctors and nurses stuck in Katrina who had
to make drastic decisions on the facts they had at the time.

I'm one of those folks who heard the evidence,
remember talking about it with friends and family.
We're all well educated, reasonable people with
a better-than-average understanding of history
and foreign policy - and we were all split as
to whether or not attacking Iraq was necessary,
or if there was a real case for fighting, and
the case for the WMD evidence. I was suspicious
that Bush was pressing so hard for the authorization
"in case it was needed".
People forget that Hillary voted for this BEFORE
it came out that the documentation was forged,
the evidence was fixed, and that the BFEE was
manufacturing the case. Knowing what she knew,
and what the rest of knew, she would have
been irresponsible to say no.
Some Democrats don't want to hear that.
Some Democrats want to believe that Hillary knew
all along that the CIA was lying.
Why are so many Democrats are willing to bash
Hillary and help the Republicans by doing it?

Some Democrats see themselves as purists who'd
rather lose with "honor and dignity"
than win with someone who isn't 100% in-step
idealogically with every demo splinter group.
That kind of thinking might give us four more years of a GOP White House.
